I'm pretty sure it's 'could'. And maybe it's 'set' rather than 'said'?

"Set" would have more sense than "said"

and modified... just not sure if it is roaming their lands or owning their lands.... both could, but roaming somehow makes more sense to me... roaming = kinda spreading out over the land, dwelling without a home to stay close at....
